UK Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a new study of local authorities, English councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to support their budgets, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of councils seeking to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using savings to manage increasing financial challenges.”

Detailed Cases of Proposed Sales

Medway Council in Kent announced its property management strategy included the disposal of a retail complex in a local town and a community venue in Rochester to generate £20m over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Council Tax Increases and Broader Financial Pressures

This research of local authorities in the key cities group, which covers several urban centers, further found that more than 70% of councils will have to increase local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and financial savings,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Projections

A survey of county councils recently also found council budgets being stretched by the growing number of young people and adults needing Send support.

The County Councils Network projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

Based on the latest deprivation measures (the Index of Multiple Deprivation) for English councils, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data highlights the extent of challenges facing municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey revealed.
