The pace bowler has taken 309 Test scalps in 71 Test matches with an average of 22.10.
Australia's chair of selectors Bailey has declared that captain Pat Cummins will be a central figure in the forthcoming Ashes series.
Speculation had been growing that the veteran bowler might miss the series due to a ongoing back issue that remained unresolved.
Initial reports from the Australian camp suggested no official announcement had been made regarding whether he would play, with the extended contest kicking off on the 21st of November in Perth.
Bailey expressed that Cummins is "building up" and was "optimistic" about his chances of participating.
"It's clear that the clock is ticking and there are permutations involved, not only the back issue, but other factors as well," he commented.
"The outlook is good. We firmly believe that he's going to play a major part. Hopefully from the opening match. Should that not happen, then we'll pick it up."
Past Concerns
Cummins was ruled out the white-ball matches against India and New Zealand in the previous weeks after examinations confirmed a lower back issue.
Previous incidents include of spinal problems, with setbacks in 2012-13, 2013-14 and 2015-16 leading to absences from three Australian summers in a limited period.
He emphasized he would be bold in recovery efforts in his comeback strategy to secure his spot for the Ashes.
The selector indicated that it was unclear if the captain had resumed bowling as part of his comeback but conceded it was "becoming urgent" for him to recover fully for the initial match.
Backup Options
In case of absence, former captain Steve Smith will take over the captaincy.
Versatile player Green was excluded lately from Australia's squad for their limited-overs matches against the Asian giants as a safety move because of discomfort in his torso.
Bailey described it as a "minor" injury and confirmed that Green will play in the Sheffield Shield, so will be "in a good place to resume bowling."
"We put so much time has gone into creating the schedule for him to participate for the opening match as an all-rounder," he elaborated.
"He was only going to play the initial matches in any case. How he handles the cricket bat in white-ball cricket, if it causes any delay for another day, we opted to adopt a safer strategy."
